Why the Council Tow Truck Takes Your Car — Before You Even Call a Towing Service
You come out of the shop and the bay is empty. Car gone. Before you panic and lodge a theft report, take a breath — in city areas like Kuala Lumpur, the odds are your vehicle was towed by the local authority, not stolen.
DBKL and the other city councils have the power to clamp or tow any vehicle that breaks the parking by-laws. Clamped means the car stays exactly where you left it with a lock on the wheel. Towed means it gets lifted onto an enforcement lori and taken to their holding depot.
The difference matters. A clamped car — you pay, the clamp comes off, you drive away. A towed car — you travel to the depot, bring documents, pay at the counter, and sometimes the thing will not even start once you get there.
The most common reasons a vehicle gets towed:
- Illegal parking — on double yellow lines, on the walkway, in front of a fire access point, or in an OKU bay without a valid sticker.
- No-stopping zones — "Dilarang Meletak Kenderaan" areas, bus lanes, and main-road shoulders during peak hours.
- Unpaid parking compounds — a stack of unsettled parking summonses can become the basis for enforcement action.
- Abandoned-looking vehicles — cars left sitting for a long stretch on a public road or in a residential area without moving.
- Traffic obstruction or accident cases — vehicles blocking the flow or tied to an investigation can be towed on the authority’s instruction.
Towed or Stolen? Confirm First Before You Call Car Towing
Do not lodge a theft report before you have confirmed anything. An inaccurate report only makes life harder later, especially when you go to release the vehicle from the depot or appeal the compound.
One early warning: the authorities do not send you an SMS or a chat message asking for instant payment through a personal link. If a message like that lands the moment your car goes missing, it is a scam. Tow charges are paid at the official counter or the council’s own portal, nowhere else.
Work through this order, one step at a time:
- Step 1 — Check the bay and its surroundings. Look for a notice sticker, spray-paint markings on the road, or a no-parking sign you might have missed on the way in.
- Step 2 — Ask the parking attendant, the security guard, or the shopkeepers nearby. They usually see the enforcement lori come in and can confirm roughly when it happened.
- Step 3 — Call the local authority hotline for that area (DBKL for Kuala Lumpur, MBPJ for Petaling Jaya, MBSA for Shah Alam) and give them your registration number.
- Step 4 — Only if the council confirms there is no tow record, then lodge a police report at the nearest station. Bring your IC and your vehicle ownership documents.
- Step 5 — Keep your evidence. Photos of the bay, the parking receipt, a screenshot of your phone’s location and timestamp — all of it helps if you want to appeal the compound later.
Where the Tow Truck Takes Your Car — Council Depots and How to Check Before Arranging Towing
A towed vehicle goes to the council’s holding yard or depot, not to a workshop. Every council runs its own depot and the location changes with the enforcement zone — so do not guess, confirm the exact address while you have them on the line.
Do not drag your feet either. Storage charges are normally counted by the day the vehicle sits in the depot, so every extra day is likely extra cost. If you cannot go yourself, someone can go on your behalf — but they need a signed authorisation letter and a copy of the owner’s IC.
Three things you must ask during that call:
- The full depot address and which counter handles vehicle release.
- Counter operating hours — most enforcement counters run office hours only and close on weekends and public holidays.
- The current total payable including storage charges, plus which payment methods the counter accepts.
Documents and Payment Checklist for the Depot — Sort This Out Before You Book Car Towing
Do not turn up at the depot empty-handed. The counter will not release a vehicle to anyone who cannot prove ownership, and a wasted trip means another day of storage charges ticking along.
Checklist before you move:
- Original IC of the registered owner.
- Vehicle grant or a printed ownership certificate (VOC) from JPJ.
- A valid driving licence.
- Road tax and insurance in force — a vehicle without valid road tax can raise extra issues at the counter.
- The tow notice or case reference number, if one was issued to you.
- A signed authorisation letter plus a copy of the owner’s IC, if you are claiming on someone else’s behalf.
- Cash as backup — do not assume every counter takes cards or e-wallets.
- A bank or company confirmation letter, if the vehicle is under hire purchase or registered to a company.

This is the part most people do not see coming. Payment done, forms signed, and then you turn the key — silence.
The usual culprits: a flat battery after the vehicle sat for days without being started; a deflated tyre or scraped rim from being moved during the tow and storage; brakes seized after sitting out in the open, especially following a stretch of heavy rain.
Then there are the cases where the car was already dead before it got towed — it broke down in a no-stopping zone, and that is exactly why it was lifted in the first place. If that is your situation, do not expect it to wake up after a few days in the depot.
Whatever the reason, do not push the car out of the depot yourself and do not rope-tow it on a public road. That puts other drivers at risk and can wreck your transmission, autos especially.
Use proper car towing instead. Autos that will not shift into neutral, and EVs, are safest on a flatbed — all four wheels up, nothing dragging on the gearbox or the electric motor. Bikes are the same story: a towed motorcycle rides strapped down on a dedicated moto lori, not balanced on a rope behind someone’s car.

- Read the signage before you walk away from the car, not after you come back. Double yellow lines and "Dilarang Meletak Kenderaan" signs are tow zones, not just summons zones.

- Settle parking compounds early. A pile of arrears makes your vehicle an easy target during an enforcement sweep.
